F’burg man passed out in car, foot on brake

Dustin L. Peacock, 25, Fredericksburg, was arrested on nine preliminary drug charges on Monday afternoon, June 6.

Just before 4 p.m., Washington County Sheriff’s Deputy Joe Keltner was dispatched to the intersection of State Road 60 West and Hitchcock Road where a man, later identified as Peacock, was passed out in the driver’s seat of a black Honda Civic at the stop sign. The vehicle was running, keys in the ignition, with the vehicle in drive and Peacock’s foot on the brake pedal. Keltner knocked on the passenger side window, waking Peacock, who struggled to get out of the car. Keltner said he could smell green marijuana.

EMTs arrived and Peacock refused treatment. When asked what was going on, Peacock, leaning against the vehicle for balance, replied, “I guess I fell asleep waiting for traffic.” He didn’t know how long he had been there and said he had been coming from his aunt’s house on Hitchcock Road. He admitted to smoking marijuana two days before and had taken some Valium pills he had not been prescribed earlier that morning.

Peacock told officers there was marijuana and pills inside. Also inside was insulated copper wire rolled up in plain sight. Peacock said he’d picked it up off the railroad tracks on Hitchcock Road. He had marks on his arm he said were from rolling up the wire. Keltner called the CSX Railroad to inquire if the wire had been stolen. The railroad is investigating.

Peacock failed a field sobriety test, then refused to submit to a certified chemical test. He was taken to St. Vincent-Salem Hospital. He tested positive for cannabinoids, amphetamine, benzodiazepine and buprenophine.

Peacock was arrested and taken to the Washington County Detention Center.

Keltner also received a search warrant to open a fanny pack in the car and found a hollowed out FourWinds ink pen with a white, powdery residue, a piece of blue cut drinking straw, a hollowed out black and red tube with a white powdery residue inside, a Winchester 280 rifle casing fabricated into a smoking pipe with burnt residue in it and three small containers of a plant-like substance that smelled like marijuana. Also inside were containers with a variety of prescription pills and a clear plastic bag with a clear, crystal-like substance that field tested positive for methamphetamine.

Peacock was charged with operating a vehicle while intoxicated, operating a vehicle while intoxicated per se, possession of marijuana, possession of methamphetamine, possession of a Schedule IV controlled substance, possession of a legend drug and possession of paraphernalia.
