Man found sleeping on hood of truck in a church parking lot arrested for drugs

Jacob Lee Skaggs, 23, Palmyra, was arrested on multiple drug charges just after midnight Tuesday morning, Aug. 21.

At 12:02 a.m., Deputies Paul Ginkins and Tory Hildreth were dispatched to Bethlehem Church Road near Palmyra after a caller reported a suspicious vehicle, a blue Ford truck sitting at the church.

Hildreth arrived first and found the truck sitting on the south side of the church building and noticed a green and brown, plant-like material in the passenger seat, easily visible through the open window of the passenger door. Hildreth said in his report he immediately recognized the material as marijuana. Skaggs was laying on the windshield and hood of the truck, asleep.

Ginkins arrived and Hildreth woke Skaggs up and told him to get off the truck. Next to Skaggs was a package of beer and a glass smoking pipe with burnt residue on the inside.

“Jacob stated he came to the church because he has had a lot going on in his life lately,” Hildreth said in his report. “Jacob stated he wasn’t able to smoke any of the weed because it wasn’t any good.”

Skaggs was placed in handcuffs and the officers searched the vehicle, where they found a marijuana grinder in the center cup holder of the truck. The grinder, pipe and marijuana were taken into custody and Hildreth took Skaggs to the Washington County Detention Center while Ginkins stayed with the vehicle until it was towed.

While Skaggs was being booked into the jail, Corrections Officer Todd Johnston found a clear plastic wrapper containing a round, blue pill and a blue powder in Skaggs’s wallet. The pill was identified as Alprazolam, a Level 4 controlled substance.

Hildreth noted Skaggs was very cooperative throughout the whole process. He was charged with: maintaining a common nuisance, possession of marijuana hash oil, hashish or salvia, possession of paraphernalia, possession of a Schedule I through IV controlled substance.
